Field Services Supervision & Project Permitting
Field Supervisor with experience providing leadership, skills, training, and education in the area of environmental
services.
Integral member of management teams with direct consultation to project clients on impacts to natural
resources associated with development projects, the possible consequences to project plans, and into environmental
permitting and FERC (7c) permit process.
Route Analysis & Land Use
Engineering and environmental analysis of proposed land use and environmental impacts associated with numerous
construction projects including natural gas pipelines and facilities build, fiber optic cable installation, roadways and
commercial development. Implemented strategies and solutions based on field data and engineering reports
regarding projected environmental impacts, natural resource mapping, and survey data. Provided client
representatives with specific knowledge about environmental conditions and best practical alternatives to final
design plans and relevant permit applications.
Construction Monitoring & Environmental Surveys
Responsible for field supervision and coordination of environmental inspection teams throughout construction
phase of projects. Areas of oversight included pre-construction survey coordination, bio-monitoring, development
of environmental inspection programs and reporting systems, in addition to compliance inspection during large
development projects. Senior Advisor providing recommendations to the project management team on
economically feasible alternatives to construction constraints while maintaining regulatory compliance and
adhering to production schedules.
Wetland Delineation
Expert knowledge in the identification of jurisdictional wetlands as defined by the US Army Corps of Engineers
Wetland Delineation Manual. Over 10 years of field experience delineating all phases of project development that
may impact natural resources. Delineation experience includes surveying and mapping natural gas pipeline
corridors, highway relocation analysis, industrial facility and landfill siting studies, as well as commercial and
residential development. Consult with and advise project management teams on design criteria and impacts to
natural resources that may effect project plan.
Training
Developed and presented professional training courses for wetland delineations and pipeline environmental
inspections. This training program effectively educated and trained natural gas pipeline personnel, field scientists
and university personnel in wetland delineations. Designer of program literature that included a worker's
handbook, permit reference manuals, and slide presentation for regulatory agencies, project and construction
personnel. Lead presenter on environmental compliance at the FERC Post Certificate Compliance Seminar.
Experience
2015 – Kinder Morgan (NY, MA) Construction Support, provide field reconnaissance to construction and project
managers on the Northeast Energy Direct (NED) project. Responsibilities included reviewing 90 miles of proposed
30” pipeline in New York and Massachusetts. Interpret aerial maps and walk route to assess impacts and design
changes that may occur at wetland, water body and road crossings, lay out workspace and provide advice on
difficult area crossings.
2014 – Columbia Gas (OH, WV) Routing Engineer, work with desktop route for field verification on the Leach
Express mainline pipeline and lateral. Understand the construction process and landscape to verify route and/or
develop and plot reroutes, extra workspace and provide guidance on difficult area crossings on 156 miles of 36-42”
diameter pipeline.
2013 – Millennium Pipeline Hancock Compressor Station (NY) Lead Environmental Inspector, acted as
environmental inspector on FERC Certificated project during winter construction of gas facility build in Catskill
Mountains.
2013 - Columbia Gas MBE Replacement Project (MD) Lead Environmental Inspector for FERC certificated
replacement of 26” gas pipeline. Provide support to construction crew during work in Howard County, MD.
2012 – 2013 Millennium Pipeline Minisink Compressor Station (NY) Lead Environmental Inspector, acted as
environmental inspector on FERC Certificated project that was highly controversial and included several weeks of
project demonstrations as well as difficult wet and winter construction.
2011-2012 Access Midstream Partners Gathering Line (PA) Senior Environmental Advisor, develop and
implement environmental inspection team and advise gas-company representatives during construction and lead
environmental supervisor to 3 Lead Inspectors and 12 environmental inspectors.
2010 – 2011 TransCanada Bison Pipeline Project (MT, ND) Third Party Compliance Monitor, FERC Compliance
Monitor Spreads 3-4, (75 miles) during construction of 36” diameter natural gas pipeline.
2009 – 2010 El Paso Energy Ruby Pipeline Project (WY, UT, NV, CA, OR) Environmental Inspection Team Lead,
recruit and place 25 environmental inspectors. Develop and implement environmental inspection program and
reporting system for 671-mile large diameter pipeline project.
2008 – 2009 TransCanada Bison Pipeline Project (WY, MT, ND) Environmental Advisor, provide advice and
recommendation to TCPL and field engineers on environmental constraints and most feasible alternative for
construction during route and reroute selection.
2007 – 2008 TransWestern Phoenix Expansion Pipeline Project, (AZ, NM) Environmental Inspection Team
Coordinator, responsibilities included the supervision and management of environmental inspection team and
reporting program during construction of 235 miles of large diameter pipeline.
2006 – 2007 Oneok Overland Pass Pipeline Project (WY) Third Party Compliance Monitor BLM-USFS
Compliance monitor Spread 1, Opal WY to Wamsuter, WY (135 miles) during construction of small diameter
propane gas pipeline.
2006 Kinder Morgan Rockies Express West Pipeline Project (CO, NE, MO) Environmental Inspection Team
Coordinator, responsibilities included the filing of variance requests, weekly FERC reporting and supervision and
management of the environmental inspection team through construction of 715 miles of large diameter pipeline.
2001 – 2005 NYS Real Estate Agent (NY), Successful real estate agent in the “The Hamptons”, what is considered
one of the most demanding and competitive real estate markets in the world.
2000 – 2001 Kern River Gas Transmission Phase II Planning & Design Environmental Advisor (UT, NV, CA),
Worked in Houston office of engineering design firm and provided side and steep slope analysis for ECD
placement as well coordination with field engineer on water body crossings.
1999- 2000 Williams Communication F.O.C. Installation (CA) Lead Field Inspection and Bio-monitoring
Supervisor. Provided guidance to field teams during construction and installation of fiber optic cable in coastal to
interior plains environments of California.
1997 –1999 Gulfstream Natural Gas System Pipeline (AL-FL) Environmental Survey Team & Biological
Monitoring Coordinator, responsible for biological field data collection for 5 teams and assistance with the FERC
application process at the design and routing phase of the project.
1997 El Paso Natural Gas Market Link Pipeline Design and Planning (PA-NJ) Lead Environmental Survey Crew
Coordinator, Field Team Lead of 3 teams in the data collection effort for pipeline design; route selection and FERC
permit application.
1996 ESNG Delaware City Compressor Station and Pipeline (DE) Environmental Inspector. Responsibilities
included interpreting FERC and state regulations to the construction contractor and acting as company
representative during construction of compressor station site and installation of small diameter pipeline.
1994 – 1996 Portland Natural Gas Transmission Pipeline (ME, NH, VT) Environmental Survey Team Leader and
Lead Monitor. Lead Field Survey Crew Coordinator during field surveys, lead team through various ecological
systems for data collection during planning & design phase, provide assistance on FERC permitting tasks.
1986 – 1994 Field Biologist/Environmental Scientist (NC, SC, VA, MD,) conducted wetland delineations for
residential, commercial and industrial clients. Responsibilities included field data collection and inclusion in the
permitting process. Act as client representative in meetings with regulatory agencies engineering and
environmental teams in completing and filing permit applications.
